Occupational Heat Stress, NDMA Directives & Factories Welfare

Extreme summer temperatures triggered widespread inspections of factories and construction sites under the Occupational Safety, Health and Working Conditions standards and the Factories Act, 1948 Chapter III & IV.

• Factories Act § 18 mandates wholesome cool drinking water during hot weather at easily accessible points (mandatory mark 'Drinking Water' in regional language).
• Factories Act § 19 & 42 mandate ventilation, temperature control, and adequate washing facilities.
• NDMA Heat Action Plans require adjusted shift timings (avoiding peak hours 12 PM – 3 PM) for outdoor brick kiln, port, and construction workers.
• Under OSHWC Code 2020 § 6, employers have an overarching duty to maintain working environments free from hazards likely to cause bodily injury or heat exhaustion.
