Labour welfare: intramural (inside workplace) vs extramural; statutory vs voluntary. Theories: policing, philanthropic, trusteeship, placating, public relations, functional.
ILO (1919, Part XIII of Versailles; now UN specialised agency, HQ Geneva). India is a founding member. Structure: International Labour Conference (ILC), Governing Body, International Labour Office. Tripartite.
ILO instruments: Conventions (ratifiable) and Recommendations. Core conventions on freedom of association, forced labour, discrimination, child labour.
India and ILO: has ratified a majority of core conventions; C87 and C98 (freedom of association / collective bargaining) not ratified.
Occupational safety: hierarchy of controls; Factories Act + OSHWC Code; National Policy on Safety, Health and Environment at Workplace (2009).
Workers’ participation: works committees (ID Act s.3), joint management councils (1958), worker directors in public sector, shop/plant councils (1975 scheme).
